Teaching Foreign Languages in the Context of Information and Communication Technologies

Teaching foreign languages should always be a creative process. We are constantly tapping into new ideas, monitoring trends, pursuing best practices and researching the latest developments concerning the use of information technologies in our teaching practice.

Generally speaking technology can be used in order to acquire necessary digital skills, enhance access for learning, engage learners and enable students to learn regardless of their location.

In teaching foreign languages the use of information and Communication technologies is of great importance because they help to achieve the concrete aims, help to make some topic comprehensive and make communication effective. But of course curriculum design and its implementation should be taken into account.

As professor of Instructional Systems technology at Indiana University Curtis J. Bonk has said "we are experiencing ten key learning technology trends across the planet that are opening access to both formal and informal education". These trends are:

1. Web searching in the world of e-books
2. E-learning and blended learning
3. Availability of open source and free software
4. Leveraged resources
5. Learning Object repositories and Portals
6. Learner participation in Open Information Communities
7. Electronic Collaboration and Interaction
8. Alternative Reality learning
9. Real-time mobility
10. Networks of personalized learning

The number of instructors, teachers, professors and students affected by online course practices and activities has grown tremendously. Teachers of foreign languages pay great attention to the blended learning that has advantages of both face-to-face and online methods.

Blended and e-learning has been a key aspect at Moscow State University of economics, statistics and informatics, Russia, which, for example, uses the system of virtual camp based on the program Share Point that is aimed to build the process of communication distantly especially with students who can't attend the real lessons.

This virtual camp has several main parts that are all incorporated into the process of learning of all students:

1) The use of forum where students can practice written communication and discuss problematic things
2) calendar
3) The list of materials necessary to understand a topic
4) The list of web links
5) The list of necessary books
6) The function to send tasks and to write commentaries
7) Testing system

This system of e-learning education helps us control the work of students; they can get advice about how to do this or that task. Besides, with Share Point the composition of teamwork continues to be expanded.
But at the same time in teaching languages we try to concentrate on different ways of creativity and communicative approach. In this case three basic conditions take place:

1. We must have something that we want to communicate
2. We must have someone to communicate with
3. We must have some interest in the outcome of communication.

That is why we are inclined to search for new methods based on the use of ICT in order to arouse and keep students' interest to the communication in the English language.

For example while teaching the practice of translation we use the American site Dot Sub where one can create subtitles to any video passage. This kind of work teaches students to listen to the foreign speech attentively and to think of the possible and correct ways of translation. They can work independently or in pairs and after that demonstrate their video with the subtitles. All students assess the work of each other elaborating rubrics for evaluating different kinds of group work.

For the lessons of speech communication we use different kinds of blogs that help students form their thoughts, teach them to use good written English and besides it's a way of public communication because their opinions can be read by anyone else.

To make a process of teaching general linguistics more interesting and engage students in different kinds of tasks we created a WIKI for which students should find interesting information about foreign and national linguists and their achievements and add and edit pages.

During the seminars connected with general linguistics students should participate in the Web quest that includes such parts as search of necessary information, analyzing it, writing a scientific article, group discussion and final debates.

It seems interesting for us to use the possibilities of Second Life reality because we suppose that it is a highly visual instructional platform that can be used for revising studying any topic. For example, studying the topic of art it's possible to give virtual tours of architecture or walk into and become part of famous paintings. Any courses where writing and also communication are key parts can be implemented into Second life environments.

When it's necessary for students to find out the opinions of people of different nationalities and generalize information about mentality they can get a task to use different sites used for communication with other people and after that tell before the audience about their experience and analyze the positive and negative sides of such kind of communication.

In conclusion it's necessary to stress that the use of ICT in our educational process influence positively on the effectiveness of lessons and develop the following skills:

-the skills of team-work;
- the ability to create something for a short period of time;
-the skills of critical thinking;
-the skills of a professional written speech as the creation of articles in wiki, for example;
-listening skills as the creation of subtitles, for example.

All these skills are essential for a specialist of the XXI century.

We live in a highly sophisticated world where everything is almost achievable. There would probably have been no changes between the world of today and that of three centuries ago if necessity and serendipitous discoveries had not driven men to achieve great things. Science and technology have had huge positive effects on every society. The world today has gone digital, even human thought. Our world has been reduced to a global village and is better for it.

The benefits of science and technology far outweigh every perceived shortcoming. Some of the biggest effects of technology are in the area of communication; through the internet and mobile phones. There is advancement of communication and expansions of economic commerce. Today we hear of information and communication technology (ICT). Any institution worth its name must have it in place to be really outstanding. Information technology has become boosted in today's generation; from the field of communication, business, education, and down to the entertainment industry. Through information technology, work performances are boosted with less effort and greater productivity by using various operations. Without computers or the internet, it will be difficult for people all over the world to get their questions answered. One may use the internet to locate a wealth of information with which to answer an essay question that may have been assigned at school, communicate with people, conduct transactions, access news, buy and advertise goods. The list is endless.

The advancement of Science and technology allow mass communication today so that we not only have the television, radio and newspaper, but even mobile phones which renders a multipurpose service; from long distance calls, listening to radio and music, playing games, taking pictures, recording voice and video, and browsing the internet. The benefits we obtain as a result of services from ICT have become widespread in our generation today. It improves the productive level of individuals and workers because People's knowledge of life beyond the area they lived in is now unlimited. This idea of mass communication also profoundly affects politics as leaders now have many ways they talk directly to the people. Apart from going on air to use radio or television, politicians resort to the social media for some of their political comments and campaign. Information about protests and revolutions are being circulated online, especially through social media. This has caused political upheavals and resulted in change of government in most countries today.

Furthermore, current global issues are much more accessible to the public. Communication has been brought also to the next level because one can find new ways to be able to communicate with loved ones at home.

Science and technology expand society's knowledge. Science helps humans gain increased understanding of how the world works, while technology helps scientists make these discoveries. Learning has maximized because of different media that are being developed which are all interactive and which bring learning experiences to the next level. Businesses have grown and expanded because of breakthroughs in advertising.

Modern technology has changed the way many companies produce their goods and handle their business. Modern technology helps companies reduce their carbon footprint and become green due to the fact that almost anything can be done from a computer.

There have been advances in medical care through the development of science and technology. Advances in medical technology have contributed immensely in extending the life span of people. People with disabilities or health problems are now more and more able to live closer to normal lives. This is because science contributes to developing medications to enhance health as well as technology such as mobile chairs and even electronics that monitor current body levels. Most devices used by the physically challenged people are customized and user friendly.

Science and technology increase road safety. Nowadays, law enforcement officers use Laser technology to detect when automobiles are exceeding speed limits. Technology has led to the development of modern machines such as cars and motorcycles which allow us to be mobile and travel freely and airplanes which travel at a supersonic speed.

Another machine, the air- conditioner, provides cool comfort, especially during hot weather. In offices where dress codes exist, people can afford to wear suits without being worried about the weather. It guarantees convenience even when the climate says otherwise.

Moreover, present day factories have modern facilities like machines and soft ware that facilitate production. These machines work with greater speed and perfection incomparable with human skills. These machines have enabled markets to have surplus products all over the world. For the soft ware, they make it possible for machines to be programmed, for production to be regulated, to monitor the progress being recorded and so on.

Modern technology indeed has been great. For third world countries, however, it has been challenging, especially the area of production. Only consuming and not been able to manufacture does not favour any country when it comes to balance of trade. The most sensitive parts of technology are the theoretical or conceptual parts and technical parts. These are the backbone of technological development anywhere in the world. Without the ideas, there will not be technology. Third world counties need to go back to the basics, that is, to the primitive. There must be meeting ground for tradition and modern technological invention. Third world countries engage in import substitution strategy where they import half finished goods and complete the tail end of the production process domestically. Third world countries started wrongly. They started with climbing the ladder from the top which is very wrong and difficult. They thought that being able to purchase and operate modern technological products qualifies for advancement in science and technological development. This makes third world countries to be a dependent system because working in the factories are routine work and this inevitably links to the issue of the idea of technology transfer. They should seek for technological transfer, but the problem is that no nation is ready to transfer her hard earned technological knowledge to any other nation for some certain reasons which drive nations into competition; world politics and economic prowess. That is the struggle to lead or dominate other nations technologically, economically and politically. Be the first to invent new gadgets and latest electronics including those used in modern warfare, use other nations as market for finished goods, and to have a strong voice and be able to influence other countries. They should consider embarking on technological espionage so as to acquire the rudiments for technological development if they must liberate themselves from the shackles of technological domination.

Not everyone is so lucky, however. These essential tools to our modern existence that we so take for granted are not present everywhere. There are entire nations that are still struggling socially, politically and financially, and these places lack the resources to make full use of these modern wonders. For nations looking to join modern society and thrive in the global community, these Information and Communication Technologies must be understood, implemented and used effectively. Development through ICTs is one of the most effective ways for nations to join the global community.

It is a solution to task management and delivery of certain services which normally can be made difficult to support with ordinary PBX systems. VoIP

Voice over Internet Protocol (also known as Voice over IP, or VoIP) is internet related transmission technologies and communication protocols specifically for delivering voice and multimedia over IP networks. Any time you hear the terms Internet telephony, broadband telephony, or broadband phone; these are synonyms referring to VoIP. Internet telephony is anything that is a communications service provided over the internet including voice calling, fax, SMS, or messaging requiring access to a PSTN, as with PBX phone systems.

In simplest terms VoIP uses IP protocols to break a voice signal into audio codecs which encode the signal as digital audio over an IP network and does this via what is called an audio stream.
